There’s been a rise in dog attacks lately, with four children mauled by the animal inside the past week.  This normally prompts a debate around banning the ownership of aggressive dog breeds, as the canine involved takes the blame.  But Professor Gisela Kaplan is urging us to remember the role of human error.
