The controversial Adani Carmichael coal mine has cleared the last state government hurdle with approval of its groundwater management plan.

The project still requires approval for a rail line and a pipeline, while a royalties agreement is still be worked out with the government.

Adani Australia CEO Lucas Dow tells Mark work to break ground on the mine could begin within weeks.
