Putin recognises breakaway Ukraine regions’ independence

President Vladimir Putin has told a security council meeting Ukraine is being used as a tool against Russia.
He made the remarks during a rare public gathering with his ministers and security officials.
Putin has also asked the council to consider an appeal from two Russian-backed breakaway regions in Ukraine to recognise their independence.
