‘Public confidence’: Corruption expert on Commission of Inquiry

A day after the Premier announced a Commission of Inquiry into Queensland’s Crime and Corruption Commission (CCC), former state archivist Mike Summerell has accused the government of misleading Parliament.

Summerell said today that he was forced to falsify his annual reports to hide information that would be “embarrassing or damaging to the government.”

Mark Lauchs, a corruption and organised crime expert and Associate Professor at QUT, told 4BC Drive host Mark Emerson that the problem with the Inquiry is that it’s not looking at the issues raised by Mike Summerell and Former Integrity Commissioner Nikola Stepanov.

“While (an inquiry into the CCC) is a positive step, it’s not one that is going to address questions of breaches of integrity by anyone in particular in Queensland government. And it’s also one that is unlikely to have its terms of reference extended to that point because it is focusing on the administration and operation of the CCC.”

Emerson asked Professor Lauchs if the public should have confidence that the CCC will look at the complaint made effectively, considering what has happened in the past.

“One of the most important things, when you’re talking about integrity and government, is the public perception,” he said.

“The public has to perceive that the government is acting with integrity, it’s not enough for the rules to simply be followed and arguments to be made that this is being addressed.”
