Prime Minister Scott Morrison has confirmed Australia’s borders will reopen to incoming and outgoing international travel for Australians “within weeks”.

The federal government is finalising a framework for how international travel will look in coming months.

States and territories will begin the program at different times, once they reach their 80 per cent vaccination targets, but the system is expected to commence in November.

Seven-day home or hotel quarantine will be mandatory for Australian citizens and permanent residents who are fully vaccinated, aged under 12 or unable to be vaccinated for medical reasons.

Managed quarantine will be required for anyone not vaccinated.

Mr Morrison says Australians who travel overseas once restrictions are removed will be able to access an internationally recognised proof of vaccination document.

The federal government plans to work with states and territories to remove travel caps on vaccinated Australians.

“I’m going to keep the deal with Australians when it comes to the national plan,” he said. 

“I’m going to keep the deal which said ‘you go and get vaccinated and we’re going to ensure that the many liberties and opportunities that you have will be restored’.”
