cyclists don't have to do a road rules written or practical test, bikes don't have to a roadworthy certificate, they have no turning indicators or brake lights, no requirement to have any insurance however they travel up to 50 kph on public roads and there is no requirement for them to have a roadworthy bike with good tyre tread and effective brakes.
